Grammar dilemma

I was reading the Eagle's headline (Thursday) that said - Man found in street was shot to death. Is it correct to say "in" or "on" the street? One friend said the Eagle was right. What is the difference between those two phrases?

Here is one good spot: You know how we should not use "senior" or "elderly" when writing about people. Well, sometime I found it hard to follow this rule. The Eagle from Thursday did a great job concerning this> A story on the Local section about a women died in a car accident, the writer never used any of those forbidden words. Instead, he just put the women's age.
